About Us

The Camden County Council on Alcoholism and Drug Abuse, Inc. was established by a Board of Trustees in 1991 and entrusted to Naomi L. Hubbard, Executive Director. The Council originated in the basement of the Camden City Police Station and consisted of one person, a telephone, and a desk. Since then, the CCCADA has grown to include a trained staff of educators and coordinators who are passionate about bringing prevention resources to communities in Camden County.

Our Mission​

The CCCADA aims to prevent the disease of alcoholism, drug abuse and related problems; educate the public that alcoholism, substance use disorders and related problems are treatable and preventable; and encourage the early identification, intervention, treatment and continuum of care for alcoholism and other substance use disorders.

Prevention Education

Educational programs are offered to schools, law enforcement groups, health care agencies and others interested in accurate information about substance abuse. Our highly trained staff offers a repertoire of presentation topics including current drug trends, youth skill building & empowerment programs for elementary, middle and high school students, Responsible Beverage Server training and more.

Information and Referral Service

Call us with your questions or for current listings of drug and alcohol self-help groups such as Alcoholics Anonymous, Narcotics Anonymous, Alanon, etc. We provide referrals into treatment, arrange for treatment admissions, and provide supportive non-judgmental and caring counseling to persons in need and/or their family members.

Resource Center

CCCADA houses an extensive resource room which includes a variety of brochures and literature on topics such as alcohol, marijuana, prescription drugs, tobacco, vaping, and more. Additional topics include parenting, bullying, life skills, and other related concerns. These items are available in bulk and free of charge. In addition, our lending library includes displays, curriculum, books, games and other related items for a small lending fee. For more information, check out our Prevention Hub page.

Naomi L. Hubbard

Naomi served as a Camden City Public School Community School Coordinator at St. Bartholomew School, Forrest Hills and Camden High School. With her roots firmly grounded in family, this position afforded her countless opportunities to assist youth and their families to reconnect, to rebuild and to do better.Naomi earned her BA in Human Services from Antioch University and continued her career in the Camden City School System working with the youth and their families and is a graduate of Leadership NJ and NLI Neighborhood Leadership Institute.
In 1991, Naomi was selected by the Camden County Council on Alcoholism and Drug Abuse, Inc. Board of Directors to serve as the first executive director and was given the charge to develop a council right here in Camden county. She was the first African American woman Executive Director/CEO serving in this capacity in the State of New Jersey.
Under Naomi’s leadership, the CCCADA was developed and established as a private, non-profit organization serving the residents of Camden County.

Andrea Marshall

As a former school teacher, Andrea encountered many students who were impacted by family addiction and other social service issues. Although she found teaching very rewarding, Andrea felt drawn to finding a community-based career that would take a meaningful and holistic approach to preventing and reducing addiction in the family. Even prior to her start at the Council, Andrea knew that “prevention” was a key piece to the puzzle in helping students succeed academically, socially and personally.  For almost twenty-one years now, Andrea has had the honor and privilege of working with youth, families, the community and other professionals on substance abuse prevention in a meaningful and rewarding way. Her current role consists of coordinating a regional drug free community coalition that takes a systems-approach to bring awareness, training and resources to local communities and schools to help prevent and reduce substance use and abuse.

When Andrea is not in the office, she enjoys spending time with her husband of twenty-seven years and their two college-age children. With a large extended family and friend group, there are always reasons to host or attend special events that serve to celebrate one another and new beginnings.  If Andrea could meet any famous person she’d like to meet Pastor Joel Osteen or (the real) Beverly Goldberg.

Robert Chew

Bob got started in the prevention field while working as a Camden County Metro Police Detective/Sergeant (26 years).   Bob was going to several community events and was recommended to get more involved with prevention and education of Drugs & Alcohol with CCCADA within the city of Camden NJ. 

Bob has a Masters Degree from Fairleigh Dickinson University in Administrative Science.  Bob is an Adjunct Professor at Temple University and Fairleigh Dickinson University and has been teaching since January of 2009.  

Bob is the Coordinator for the Drug Free Communities grant in the city of Camden New Jersey.  He graduated the CADCA National Coalition Academy (Baltimore) in February of 2018.  Bob is a TIPS certified trainer and also provides free training’s in the areas of:

  • Current Drug Trends
  • Underage Drinking
  • Marijuana 
  • Athletes Grant


In his time outside of CCCADA, Bob enjoys watching his 16 y/o daughter play girls softball in High School and Travel ball.  Bob is married to Lisa (Conn).
